NSW:Record 86,000 in this year's City2Surf

SYDNEY, Aug 12 AAP - A record 85,000 participants will take part in this year's City2Surf
fun run from central Sydney to Bondi beach.

The popular annual Sydney event, which attracts more entries than the London marathon
and the New York marathon combined, is now in its 41st year.

Due to the sheer volume of entries, anyone without a bib to show they're registered
will not be permitted to run this year.

Organisers along the route will enforce the policy by asking those without a bib to
leave the race.

Starting at the intersection of Park, College and William Streets in Sydney's CBD,
the first group of participants - elite wheelchair athletes - will start at 7.55am (AEST)
followed by seeded and preferred athletes.

Back-of-the-pack stragglers will join in at 9.30am (AEST).

BRISBANE, April 15 AAP - Jetties and foreshores in north Queensland that were ripped
up during Cyclone Yasi will be rebuilt or made over under a $15 million state and federal
government support package.

The Cassowary Coast Support Package would be used to repair Dunk and Clump Islands'
jetties as well as restore Cardwell's beach foreshore and its natural vegetation.

So far, councils in the disaster zone have received $52.5 million in funding from both
levels of government to kick-start reconstruction, with the Cassowary Coast Regional Council
receiving $20 million of that.

The Gillard government has paid almost $290 million to more than 256,000 individuals
under the Australian Government Disaster Recovery Payment scheme.

In addition, over $5.6 million has been paid through the Disaster Income Relief Subsidy
to more than 5500 people.

To date, 335 small business grants totalling almost $1.6 million, 303 primary producer
grants totalling almost $1.6 million, and 27 not-for-profit grants totalling $116,000
have been provided.

The Premier's Disaster Relief Appeal has now paid out 6063 Round 1 grants totalling
$15.7 million.

It's estimated about 60 per cent of these grants have been paid to people on the Cassowary Coast.

Doncaster East in Melbourne's northeast yesterday.

The man is being interviewed by police .. but at this stage no charges have been laid.

Police were called to the house just after 11am yesterday .. after the body was found
by a friend .. and they say the man's death is suspicious.

Marrickville last night .. and escaped on a stolen motor bike.

Police say all three wore motorcycle helmets .. dark clothing and gloves.

NSW: Three charged over violent robbery

Three men have been charged over the violent robbery of a Sydney brothel owner .. with
one of the trio plucked from a river by water police.

The men allegedly went into the Five Dock brothel just before two am (AEDT) this morning
.. assaulting the 52-year-old manager and leaving him with severe facial injuries.

Police say they stole his wallet and watch and tried to open the cash register .. before
running out a back door and driving away.

After a police pursuit .. their car reportedly crashed into a parked car at Chiswick.

Police say one of the men was arrested in a nearby park .. another was located with
the assistance of the Dog Unit and Polair .. while the third was plucked from the Parramatta
River by Water Police.

All three have been refused bail and are due to face Burwood Local Court tomorrow.

BEIJING, Aug 9 AAP - Superlatives flowed as Australian athletes described their experience
of the Beijing Olympics opening ceremony last night.

Some 230 Australian athletes - about 70 per cent of those in Beijing at the start of
the Games - took part in the parade of nations, led by popular flag bearer James Tomkins.

"It was an unbelievable experience," said the 42-year-old taking part in his sixth Olympics.

Hockeyroos midfielder Kate Hollywood echoed his sentiments.

"It was absolutely amazing, an unbelievable experience," she said.

"Mum and Dad were actually in the crowd, they got tickets. I didn't see them but they
saw me, which was great.

"It's going to be hard to sleep tonight but I've got to get a good sleep. I'm definitely
on a high."

The Australian women's hockey team play their first match against South Korea tomorrow.

Sean Wroe, the only member of the Australian athletics team to have arrived from Beijing
in time for the ceremony, said the venue that will host the athletics was abuzz.

"At the moment I'm a little bit on cloud nine," said the 23-year-old, who will contest
the 400m and 4x400m relay in Beijing.

"It was electric.

"The way it's set up, you feel like all the noise and all the atmosphere around the
stadium, while you're on the ground you kind of absorb it all."

Wroe said the team only caught glimpses of the ceremony while they were waiting to enter.

But he described the latter part, including the lighting of the Olympic flame by Chinese
gymnast Li Ning, as "awesome".

Suspended from cables high above the stadium, Li ran through the air around the top
of the arena before letting the flame spiral from his torch up to the Olympic cauldron.

"I was staring at the torch and I was thinking, `how are they going to light it?'," Wroe said.

"The way he ran around the whole stadium, I was like, `Oh my God, this is just mind blowing.'"

Opposition Leader BRENDAN NELSON says KEVIN RUDD must release emails his office exchanged
with disgraced former West Australian premier BRIAN BURKE.

Mr RUDD'S office has reportedly admitted a member of the prime minister's staff sent
emails to Mr BURKE .. while Mr RUDD was opposition foreign affairs spokesman.

News Limited says the emails .. dating back to 2005 .. were aimed at getting Mr BURKE
to help lift Mr RUDD'S profile inside the Labor Party .. especially in Western Australia.

The report raises the question of whether Mr RUDD was totally candid about his relationship
with Mr BURKE when the issue came up last year.

Dr NELSON has told the Nine Network Mr RUDD needs to release the emails so Australia
can actually get a clear idea of what actually happened.

SYDNEY, Aug 29 AAP - NSW Agriculture Minister Ian Macdonald has renewed his call for
a public inquiry into how equine influenza (EI) reached Australia, to try to prevent other
diseases breaching the country's biosecurity.

The EI outbreak, which first appeared at Sydney's Eastern Creek quarantine centre,
has shut down Australia's multi-billion dollar horse industry, with a nationwide standstill
enforced after infected horses were found in Sydney.

It now appears to have been contained to NSW and Queensland.

Mr MacDonald said he believed EI had breached Australia's biosecurity barriers, and
it was important that that never happened again.

"It's important we find how this breach occurred, how our biosecurity framework in
Australia and NSW was breached so badly, because we could have other diseases that could
get in here that have massive consequences upon our population and our agricultural industries,"

he told the Nine Network today.

"We should investigate that in a full public inquiry and get to the bottom of it because
we should see this in a way as making sure we can shore up our biosecurity framework for
the future and keep those barriers tight."

The standstill will be lifted in all other states and territories on Friday and racing
is scheduled to resume in every state except NSW and Queensland this weekend.

Mr Macdonald said he believed authorities had a handle on the outbreak in NSW.

"We're now up to 73 properties that either have it, or are suspected to have it," he said.

"We believe we're gradually containing it and once we've contain it we can look at
how we can assist racing clubs get back to business."

SYDNEY, Dec 13 AAP - The wife of a former detective committed to stand trial for corruption
has been granted access to $5,000 of his frozen assets by the NSW Supreme Court.

Karen Foster had applied for $40,000 which was seized from her husband, Samuel John
Foster, under the Criminal Assets Recovery Act after he was charged with corruption, robbery
and drug-related offences.

Foster, 41, is due to stand trial in the Sydney District Court in April next year on
16 charges relating to alleged fake drug busts carried out during his time as an officer
of the National Crime Authority (NCA).

The state froze the $40,000 from Foster's Police Credit Union account in November last
year pending resolution of the charges.

Mrs Foster - the ex-detective's second wife - was seeking access to the money to help
repay loans and to settle and sell a jointly-owned dairy business.

She told Acting Justice Harvey Cooper she needed the money to help meet living expenses
for herself and her four children, one of whom is the 10-and-a-half-month-old child of
Foster.

Her other children are aged 16, 13 and four, and one is a foster child for whose care
she receives a state pension.

Mrs Foster also receives parental and family assistance payments.

Acting Justice Cooper said Mrs Foster had a genuine need for assistance with reasonable
living expenses, but declined to grant her access to the full amount.

He allowed her $5,000 to help with her daily costs, saying she had a "nil" earning
capacity for the next 12 months as she struggled with depression and her young children.

"The trial of Samuel Foster is due to he heard next April," Acting Justice Cooper said.

"If he is found not guilty then the restraining order (on the funds) may be quashed.

"If he is found guilty then the Police Integrity Commission will probably make an application
for an assets forfeiture order and it would be open to the present applicant to apply.

"However, the plaintiff needs reasonable living expenses in the meantime."

Foster and fellow former NCA officer James Anthony McCabe will stand trial on April 16, 2007.

BRISBANE, Aug 8 AAP - Animal welfare groups say a permanent ban on quail and duck hunting
in Queensland is a victory over cruelty.

The government last year effectively ended the hunting by not remaking the duck and
quail conservation plan when it expired.

The plan had allowed duck and quail hunting in some circumstances.

But Environment Minister Desley Boyle said today new laws would soon make it impossible
for any government to allow hunting of the birds without first passing a law.

"This is terrific news," said RSPCA Queensland chief executive Mark Townend.

"It's not just a victory for animal welfare and conservation, it also proves that ordinary
Queenslanders can make their feelings known and that the government will listen."

Birds Queensland, the Queensland Conservation Council, Animal Liberation Queensland,
the Wildlife Preservation Society of Queensland and RSPCA Queensland have been lobbying
the government to permanently ban duck and quail hunting for more than a year.

The welfare groups said more than 5,000 postcards and letters had been sent to the
government calling for the total ban and only 50 against.

"This was never political," said Birds Queensland vice-president Mike West.

"This was an expression of outrage from people who didn't like to see any animal being
hurt unnecessarily and believed in the conservation of our native wild life."

Nationals MPs have previously attacked the ban in parliament.

But Ms Boyle said it was time for the Liberals to state their policy on the ban.

Deutsche Telekom 1Q Profit Up 60 Percent

Deutsche Telekom AG said Thursday its first-quarter profit grew 60 percent, driven by growth in the United States and demand for its wireless and broadband products.

The Bonn-based company said it earned 1.01 billion euros ($1.29 billion) in the January-March period, compared with 632 million euros in the same quarter last year.

"We have every reason to be satisfied with the group's results," Chief Executive Kai-Uwe Ricke said.

Revenue rose to 14.37 billion euros ($18.4 billion) from 13.84 billion euros last year.

Sales were fueled by the company's wireless operations, T-Mobile, particularly in the United States, where the number of T-Mobile subscribers rose by 957,000 to reach 18.3 million.

"In mobile communications, we also saw a communication of fourth-quarter trends with a very strong U.S. performance," Chief Financial Officer Karl-Gerhard Eick said, adding that revenues for the unit were up 7.6 percent to 6.7 billion euros ($8.63 billion).

The company's high-speed Internet access also expanded, adding 600,000 subscribers for its DSL, or digital subscriber line, service in the quarter.

In Germany, "we saw explosive growth in broadband revenue," Eick said, adding that the number of T-DSL customers was up by nearly 2 million to 6.4 million.

The company reiterated its overall forecast for 2005 operating profit to be between 20.7 billion euros and 21 billion euros ($26.67 billion and $27.05 billion).

Ricke quashed any speculation that the company would step in and make a bid for Turk Telecom.

"I can be clear on this: we have no interest," he told a media conference call.

Bidding for the company is set to end later this month.

Shares of Deutsche Telekom were up 0.2 percent to 14.57 euros ($18.77) in morning trading in Frankfurt.

Deutsche Telekom is Europe's biggest telecommunications company and has 58 million land lines in Germany. Its T-Online unit has some 13 million customers across the continent.

VOD on Web Is for Real, Changing Landscape.(video-on-demand via the Internet)

New moves among Web-based content suppliers suggest that cable operators will confront a rapidly shifting video-on-demand environment as they move toward the commercial launch of their own VOD services this year and beyond.

Largely ignored as background noise when it comes to delivering long-form video at acceptable quality levels, a handful of Internet entities have staked their futures on the ability to provide on-demand movies and other TV-like programming options in competition with cable and direct-broadcast satellite. Some say they can do so within bandwidth parameters measuring in the hundreds of kilobits per second.

These start-ups may be long shots as potential challengers to cable anytime soon, but their odds are getting better.

Most significant, The Walt Disney Co.'s Miramax Films last month became the first major studio to commit to putting movies up on the Web. The company said it would make 12 films available for viewing from its own site using the services of Web-video distributor SightSound.com.

"This is just one avenue of distribution we're looking at as a company that is interested in the latest technology advances," Miramax spokesman Matthew Hiltzik said. "It may be another great opportunity to maximize the benefits of owning copyright."

Miramax is putting its toe in the Web waters in a way that circumvents some of the key problems that have kept most studios from committing to open distribution of their films on the Internet. For example, a "filter" that reads user addresses will prevent distribution of films outside of the U.S., thereby protecting overseas copyrights.

Miramax is also "exerting a significant element of control by operating the service from our own Web site," Hiltzik noted. This applies to control over commercial issues, as well as security issues, including the ability to set the time limit for viewing a film once it has been purchased.

"We're not sure how much we'll charge per film viewing, but we'll set the costs ourselves," Hiltzik said. "We could have a mix of recent and older films, or only use films from the library."

Rather than streaming movies for viewing in real time, the SightSound system downloads content to PC storage at whatever data rate an individual user's line supports. At dial-up rates, the average film can take up to eight hours to download, or it can take a matter of minutes over high-speed lines, SightSound director of marketing Jennifer Pesci said.

Compression which, -- like other facets of the software package, is drawn from Microsoft Corp.'s media kit -- cuts the storage space required at the PC to about 100 megabytes, Pesci said, adding, "It's all very basic."

But for a movie to download in five minutes or so, even at the high compression rates used in Microsoft Media, the end-user must be equipped with access lines supporting throughput of about 3 megabits per second.

Someone with a typical digital subscriber line or cable-modem line running at a few hundred kbps would require the better part of an hour to download a feature-length film.

Not wanting to gamble on the success of this sales pitch, most Web-based long-form VOD suppliers are choosing to use real-time or near-real-time streaming technology together with broadband distribution to the edges as the best approach to competing for a mass audience.

With such services now up and running, anyone with a consumer-grade high-speed-data connection can determine whether these providers have made a good bet.

"It all sounds good until we see it executed," said Patrick McDarrah, who recently left Miramax to become vice president of business development at Gotham Broadband, a New York-based supplier of broadband-content-development services.

"Until ifs proven that you can use streaming technology to distribute movies at good quality over the Web, you won't see studios taking the leap," he added.

STUDIOS WILL USE WEB

But whether it's via streaming or download to storage, the studios are likely to exploit Web distribution eventually, McDarrah said. "The Internet will have a place in the window, probably after films are shown on free broadcast TV, because then they've been fully exploited," he added.

How far forward the window might move from there is anybody's guess, because copyright protection and the need to control the revenue flow remain major issues for the studios, McDarrah said. "Miramax is to be commended for taking this first step," he added.

By setting up the out-of-country filter on distribution and offering only its own products, he noted, Miramax is getting around such key sticking points as the industry's need to agree on uniform approaches to identifying end-users and controlling distribution in accord with the terms of individual film agreements.

"Lately, with so much unresolved, people are agreeing to disagree on Internet-rights issues, which leaves the matter frozen until these things get worked out," McDarrah said.

But how soon Web distribution becomes a compelling outlet for the studios is likely to rest ultimately on the viability of the technical platform and the size of the audience that makes use of it.

That is where Web-based movie-on-demand companies like MeTV.com and CinemaNow Inc. think they have a possible trump card that they can use to pull the majors in.

"I don't think the majors will come into this market until they see that we can deliver a sustainable high-quality image," said Bruce Eisen, executive vice president at CinemaNow, which has become one of the program suppliers for broadband-media distributor ClearBand LLC in the latter's deal with DSL competitive local-exchange carrier NorthPoint Communications Inc. "But that will come."

Meanwhile, Eisen is hoping that a mixture of action and foreign films -- many under control of CinemaNow parent Trimark Pictures -- will draw an audience as the company builds a portfolio of independently produced films from people who relish the Web as an outlet. "Filmmakers can have their own Web page: We'll digitize, store and stream the movies," he added.

"Our sweet spot is the early adopter and college students in dorm rooms, where high-speed access is common," Eisen said. "We think we have product that works really well in this demographic."

INDIES COULD RULE

If it does, the result could put pressure on the movie studios similar to the pressure Web-user distribution of music has put on recording companies. Unsigned filmmakers, like unsigned bands, could become a force to be reckoned with.

There may also be shortcuts to overcoming the quality limitations associated with delivering streamed media over DSL and cable-data lines. Clear-Band's distribution system -- currently being tested by North-Point in the San Francisco Bay area of California -- uses IP broadcast-streaming technology out to the points of interface with individual subscriber lines, then streams selected content from that broadcast stream to end-users.

"The quality is outstanding -- much better than streaming our content directly from the Internet over DSL or cable," Eisen said.

While CinemaNow uses the services of iBEAM Broadcasting Corp. -- a satellite distributor of IP content to the edges of local distribution networks -- the data rates end-users experience are highly inconsistent, Eisen said. "It's like having a sports car on an L.A. freeway," he noted. "Sometimes you can go 80, and sometimes you go 20."

Users can choose one of four streaming-speed options when they watch a film from CinemaNow, from dial-up to 700 kbps. "Cable-modem and DSL subscribers virtually always can get at least 100 kbps," he said, adding that full-screen video begins to look pretty good at 300 kbps and above.

But none of this should cause cable operators preparing to launch VOD services any worries, McDarrah said, adding, "VOD at that level of quality on the Web isn't going to happen for at least another five years."

Modifications based on user feedback gathered from social media outlets include:

* Several enhancements were made to Utah.Gov within the first week of launch to improve accessibility.

* Per citizen recommendation, the Near You section was expanded to allow citizens to add their own local schools, libraries and parks in their area, in addition to the current display of existing locations of record.

* Additional language and instructions were added to Collaborate.Utah.Gov to clarify any confusion citizens might have once they submit material to Utah.Gov.

* Website components were adjusted, and within an hour of being notified, page load speed increased by 75%.

* Customer support was integrated to identify what citizens are really looking for. The 24/7 Support page was updated to include the most requested business and citizen agencies based on user feedback.

* Search results were modified to be even more precise. Analytics were used to determine what searches didn't yield results and tailored accordingly.

"It is always exciting to launch a re-designed Utah.Gov to Utah citizens, as well as our international audience," said David Fletcher, Utah Chief Technology Officer. "With the internet always available at their fingertips, citizens now are able to instantly provide feedback and suggestions. In the first 48 hours of launching, over 800 tweets were posted about the new Utah.Gov design reaching an estimated 2.2 million people. Open dialogue that networks such as Twitter provide allow for continual discussion as well as an opportunity to listens and act on user feedback. Utah.Gov practices responsive web design and it is important that citizen feedback is a key component of that process.

Packed parks turning down special events; Races and fairs bring in big bucks, but Minneapolis says the Chain of Lakes is overbooked.(NEWS)

Shane Stenzel remembers when the Get In Gear running race in late April, drawing thousands of entrants, was among the first special events to kick off the year in Minneapolis parks.

This year it was No. 16.

The event on West River Parkway came after the Polar Dash, the Pond Hockey tournament, the City of Lakes Loppet, the Valentine's Day 5K and a host of smaller events such as the Rock Bottom Race for Hunger, the Race for Justice, the Recycle Run and the Twin Cities Walk for Water.

Stenzel, who manages special event permits for the Park and Recreation Board, said the year's schedule starts earlier, ends later, and is more crowded in between.

Events have nearly doubled in the last decade, generating more than $1 million annually in revenue for city youth programs in parks.

The crunch has become so intense that park officials have started to say no to additional events, especially at the popular Chain of Lakes in south Minneapolis, or have diverted groups to less heavily used areas of the city's park system.

"We're booked solid," Stenzel said. "Everybody wants the premiere spots, but they just can't have it."

In 1999, he granted 100 permits for walks, runs, rides, art fairs and other activities, from which the park board received about $123,000 in fees. By 2010, the park board permitted 195 events, bringing in nearly $1.1 million.

Topping the revenue list was the Medtronic Twin Cities Marathon and TC 10-mile, which paid the park system $130,000 for its event last October. Life Time Fitness also topped the $100,000 mark for multiple events.

Stenzel said the park system just keeps getting requests to hold events, especially in the lakes area across south Minneapolis that includes Calhoun, Harriet and Nokomis.

That's no surprise to Jeff Winter, who lives four blocks from Lake Harriet. He's president of People for Parks, a nonprofit that raises money to improve city parks. It's wonderful that special events promote health and good causes, he said, but the system seems to be running on overload.

"When you're shutting down Lake Harriet virtually every Saturday, I'd say you've reached a saturation point," Winter said.

Popular way to raise money

Minneapolis long has had an overuse policy for parks that allows road closures only twice a month for each lake or parkway, and not on back-to-back weekends. But it has not always been followed.

Many nonprofit groups have discovered that benefit races can raise funds, said Stenzel, and requests for places to run or walk are up significantly.

The parks allow events for the March of Dimes, Special Olympics, Toys for Tots, YWCA, Animal Humane Society and a growing number of medical issues including autism, ALS, cystic fibrosis, lupus, MS, lymphoma, prostate cancer and breast cancer.

For its part, the park system welcomes the fees, which are used for youth athletic fields and youth programming.

Don Siggelkow, assistant superintendent of development, said too many special events can annoy those trying to get to the parks and enjoy them for other purposes. The overuse policy needs to be observed to restore balance, he said.

He is putting final touches on an updated park policy for special events to require better advance signage along routes and to start using e-mails and Internet postings to improve communications about times, dates and places where roadways will be closed.

Making changes is difficult, Siggelkow said, because some groups assume that they have a right to use public parkways.

"There's no right that people have," he said. "It's a privilege that needs to be balanced with understanding the impacts they're having."

Triathlons to 5Ks for autism

Several events produce considerable money for the park system. Life Time Fitness paid more than $64,000 for its triathlon in July, and its Turkey Day 5K in November cost organizers more than $40,000.

Others toward the top of the fee scale included the October Monster Dash at $59,000 and the Minneapolis Marathon in June at $39,000, both sponsored by locally based Team Ortho Foundation. The Stone Arch Festival of the Arts along the Mississippi River brings in nearly $22,000.

Stenzel said fees are calculated based on their impact: how many people they draw, how long they last and how much parkland they use.

The fees exclude what event organizers pay separately for park police if roads are closed, trash removal, portable toilets, paramedics, tents, refreshments and other expenses.

Fees for smaller events range between $3,000 to $6,000. Untimed "fun runs" or walks on paths that don't use roads bring in $1,000 to $3,000.

Special events also include fireworks, art shows, bike tours, ski races and ethnic festivals.

Corey Donovan, an organizer of the Autism 5K held May 21, said his event began three years ago. Held at Lake Calhoun, the event drew 1,850 entrants last year and the group paid $6,300 in fees. It was lucky to get a prime lake slot just before park officials began closing the door on new events near lakes, Donovan said.

With generous sponsors and volunteers that pay for most costs, nearly all of the runner registration fees can go to programs that provide therapy for autistic children in Minnesota and some research, he said. Fees ranged from $20 to $35 per entrant. Nearly 1,600 walkers and runners participated this year.

Perhaps even more important, Donovan said, the event builds public awareness about autism and gives a chance for families with autistic children to feel less isolated and more comfortable at a public event.

Untapped city park jewels

Siggelkow said one way to ease pressure on the system is to direct new events and some renewals to less-congested parks. Stenzel said he recently advised groups wanting new permits to consider Wirth Park, Boom Island or North Mississippi Regional Park, all of which are "jewels in the system that just haven't been tapped into."

Some events may migrate to St. Paul or to the suburbs, where park officials say fees are lower and space for special events more abundant.

About 100 run/walk events are held in St. Paul's system each year and about 10 percent of them draw more than 1,000 participants, said Brad Meyer, public service manager for St. Paul Parks and Recreation. The overall number has risen from 300 to 400 in the past five years, he said, but it reflects a broader definition of special events than Minneapolis uses.

SENATE PASSES BILL RECOGNIZING DANGERS OF CYBER BULLYING.

SALEM -- The following information was released by the Oregon Democratic Party:

Legislation that defines "cyber bullying" and directs school districts to come up with specific policies to deal with the issue passed in the Oregon Senate this morning. If signed into law, Senate Bill 240 would put Oregon amongst the leading six states that have proactive school policies regarding bullying and cyber bullying.

"Cyber bullying is a more recent trend, but it has serious real-life consequences for the children that are continuously harassed during school hours and after," said Senator Joanne Verger (D-District 5), chief sponsor of the bill. "Senate Bill 240 would create an active approach to reducing the detrimental outcomes associated with cyber bullying that reach into the real world."

In her floor speech, Verger cited a high profile incident of a Massachusetts teenager who took her own life last year after being tormented online. During Verger's committee testimony, she referred to an earlier incident in 2006 where a 13-year-old Missouri girl committed suicide after being misled and then harassed over the internet. That incident prompted many states, included Oregon, to look more closely at the consequences of online harassment.

"Too many children wake up every morning fearing the day ahead because of the harassment that waits for them at school," said Senator Laurie Monnes Anderson (D-Gresham). "We must take cyber bullying very seriously because we have seen it can have very serious consequences. This bill recognizes cyber bullying as inappropriate behavior that must be reported to prevent further suffering to a child."

SB 240 requires school employers to act as mandatory reporters of harassment, including cyber bullying. It also allows a student to report bullying anonymously to a mandatory reporter. The National Crime Prevention Council reports that bullying is a problem that affects half of all American teenagers.

The bill now goes to the House for consideration.

Only one per cent of Internet content is in Arabic and the new user-generated service has been set up as a forum for catering to individuals in the region.

"In our effort to understand the needs of the market we found out that Arabic users ask Google a tremendous number of questions every day however a lot of these remain unanswered due to the lack of Arabic content online," said Wael Ghonim, regional product and marketing manager-MENA.

"We recognise that users are the best at answering each other's questions within a community and this product is the perfect way to be able to share and contribute information," he added.

First Union Corp. of New Jersey Aims for Higher Performance Targets.(Originated from The Star-Ledger, Newark, N.J.)

Nov. 3--First Union Corp. has raised its financial performance goals and said it will achieve the new targets in large measure by expanding its Wall Street-style investment banking and asset management products.

Charlotte, N.C.-based First Union has 327 branches in New Jersey, where it ranks second in deposit market share -- 11.8 percent, after Princeton-based Summit Bank's 13.4 percent share. Last January First Union acquired First Fidelity Bank, whose former chairman Tony Terracciano is both president of First Union and chief of its capital markets group.

The $134 billion asset First Union has offices in 12 states and the District of Columbia, its franchise stretching from Connecticut to Florida.

The bank said it's raising its return on equity target to 18 to 20 percent, from 16 to 17 percent; the new goal for return on assets is the 1.3 to 1.5 percent range, up from 1 to 1.1 percent, and the bank will seek annual per share earnings growth of 10 to 13 percent range, compared with the old 10 percent target.

In a press conference yesterday, First Union Chairman Edward Crutchfield said he wants fee-based businesses, such as investment banking and asset management, to generate 40 percent of the bank's revenues by the year 2000, compared with the current 30 percent.

Banks have traditionally made their money on the spread between the interest they paid on deposits, and the rates they charged on loans. But First Union is part of the vanguard of U.S. banks seeking more revenue from the sale of their financial services expertise -- things like private placements of debt and equity for businesses, and the sale of shares in stock and bond mutual funds to consumer seeking higher rates of return than are generally encountered in bank certificates of deposit (CD).

Beth Summers, a banking analyst for Ryan Beck & Co. in West Orange, said the new performance standards give Wall Street a better idea of what sort of acquisitions First Union would consider making, and how much they'd be willing to pay.

"You see constant speculation that First Union is going to buy this bank or that bank, and this gives us a framework for what they might be willing to accept," she said.

Crutchfield said First Union will concentrate on increasing the revenue from capital markets and from its extensive distribution system of about 2,000 branches along the Eastern seaboard; he said acquisitions "have gone from being a strategic necessity to being an option. We won't do them unless they meet a tougher burden of proof."

The most desireable targets are fee-based business, followed by fill-in acquisitions of banks inside the First Union franchise terrirotyr.

"A big, out-of-market bank acquisition would be a distant third," he said. "We don't have any strategic imperative to do them. I'm not saying never; it just goes form being a necessity to being a choice."

Summers said First Union is getting good results selling investment products in places like Perth Amboy, where customers don't traditionally deal with stock brokers but are willing to let a banker handle their stock market investments.

"A passbook account isn't going to be enough for people trying to save for retirement," Summers noted.

Terracciano said the capital markets business ought to generate a 20 percent return on equity, once the various products in that arena have been fully implemented; at present, the return is about 15 percent, he said.

THE fourth suspect to be arrested on suspicion of murdering MeredithKercher has said he had sex with her on the night she died - but insisted hedid not kill her.

Rudy Hermann Guede, 20, made the confession during an e-mail conversation witha friend while on the run.

In the discussion - monitored by Italian police - Guede said he was invited byMiss Kercher, 21, to her bedroom on the night of November 1, where they hadsex.

In a bizarre account, he said he went to the bathroom, then heard the doorbellring, and shortly afterwards heard Meredith scream from her room.

He said he emerged from the bathroom to confront a man whom he could describeonly as a 'brown-haired Italian'.

They scuffled, and Guede fled injured.

Guede, who has joint Italian and Ivorian nationality, was arrested in Germanyon Monday.

He is awaiting extradition back to Italy, where Perugia police had issued awarrant for him after finding a

Guede's extraordinary account - revealed in Italian newspapers - conflicts withhis insistence to another friend while on the run that he 'wasn't there thatnight'.

She was found on November 2, lying semi-naked in her bedroom with her throatcut. Police have said she was sexually assaulted.

Forensic tests last night confirmed the bloody fingerprint on a pillowcorresponded 'exactly' to Guede's. His DNA also matched samples taken frominside Miss Kercher's body and on tissue paper in her bathroom.

Judge Claudia Matteini, who issued the arrest warrant, said: 'There are,without doubt, grave indications of the guilt of Guede

Knox, who styles herself Foxy Knoxy on her Internet profile, her Italianboyfriend Raffaele Sollecito, 23, and Congolese bar owner Patrick Diya Lumumba,37, were arrested four days later on suspicion of murder and sexual violence.

But Mr Lumumba, who Knox said had gone into Meredith's room before she heardMeredith screaming, was released this week and accused the American of'framing' him.

Groundbreaking European Survey Identifies Pressing Need For Stepped-Up Education Surrounding Clinical Trials; Key Findings Suggest a Universal Motivation that Transcends Language and Cultural Differences.

WASHINGTON, June 10 /PRNewswire/ -- Forty-two percent of Europeans surveyed would be more likely to participate in a clinical research study if they were aware of the measures in place to protect them. These findings come from more than 2,300 men and women who responded to "The 2004 International Will & Why Survey," a BBK Healthcare, Inc., initiative to determine Europeans' motivations to participate in clinical research studies. The Czech Republic, France, Germany, Poland, Spain, and the United Kingdom were represented in this landmark effort to gauge international perspectives. The findings provide insight into the rapidly growing enterprise of global clinical research and identify opportunities for increasing public awareness about the value of participation. Survey results will be made available at the 40th Annual Drug Information Association (DIA) Meeting in Washington, D.C., June 13-17, 2004.

The need for increased education is clear. Seventy-one percent of individuals surveyed indicated they were not aware of patient protections such as the Declaration of Helsinki, ethics committees, and the informed consent process. However, after these protection measures were described, 42 percent said they would be more likely to participate in a clinical research study. These responses are consistent with the 2001 "Will & Why Survey," in which 40 percent of Americans surveyed said they would be more likely to participate if they were informed of the protective measures.

"In comparing the results from American and European surveys, there were striking similarities. These similarities originate from a universal truth that is particular to healthcare, which is much different from any other consumer product: regardless of what country you live in, if you are sick, you want to get better," says Joan F. Bachenheimer, founding principal of BBK Healthcare, Inc.

Sixty-eight percent of individuals polled in "The 2004 International Will & Why Survey" said they would consider participating in a clinical study. When asked to indicate the reasons why, the majority of respondents (69 percent) said "to advance medicine/science." These findings come from more than 1,490 individuals who said they have not yet participated in a clinical research study but would consider participating. "Earning extra money" was the second most influential factor (58 percent); "To help others with the condition" was third (57 percent); "To obtain better treatment for my condition" was fourth (48 percent); and "To obtain faster access to treatment for my condition" (34 percent) was fifth.

The survey results have an added bearing as an increasing number of clinical trial sponsors are expanding their efforts overseas. In 1980, just 41 foreign clinical investigators conducted drug research under an investigational new drug application (IND). By 1990, that number grew to 271, and by 1999, to 4,458 (Office of Inspector General). Central and Eastern European countries have become increasingly popular for clinical research, and the interest continues to push eastward toward Poland, Hungary, and the Czech Republic. Lower costs, access to motivated investigators and treatment-naE[macron]ve patients, and patients concentrated in large public hospitals are some of the key attractions (CenterWatch 2004).

Despite the rise in clinical studies conducted in Europe, only five percent of respondents indicated they had participated in one, compared to 13 percent of Americans who responded in the 2001 "Will & Why Survey." In Europe, participation is hindered by low awareness and misconceptions about clinical studies. The lack of direct-to-patient communications, such as television, radio, and Internet advertising, which are not permissible or routinely utilized in all polled countries, presents a barrier not seen in the United States. Furthermore, respondents' considerable concerns "about the health risks of clinical research studies" and "[being] treated like a 'guinea pig,'" reinforce the need for improved education.

For those who have participated, the experience seems to be positive, since 89 percent said they would do it again. "But access is so limited, eventually this pool will be exhausted," comments Matthew Kibby, leader of BBK's metrics and evaluation team. "It is crucial that we begin laying the groundwork for public understanding of clinical studies in order to ensure future participation," continues Kibby.

The Czech Republic offered the most dramatic differences in responses to the survey. Of those surveyed, only 24 percent said they would consider participating in a clinical study. This compares with 71 percent in France; 79 percent in Germany; 74 percent in Poland; 75 percent in Spain; and 86 percent in the UK. While this low number indicates opportunities for education, it also highlights challenges posed by the Czech healthcare structure. For example, patients are not responsible for co-payments at the point of service and can obtain the full range of drug therapy with no out-of-pocket payments. On average, Czechs visit the doctor 14 times per year (compared with seven average annual visits in the EU). "From these results, it is clear that there is a limited incentive to participate in clinical research studies in the Czech Republic," comments Bachenheimer.

The recent implementation of the European Union Directive is intended to further streamline clinical research efforts. It requires all 25 member states of the EU to transfer Good Clinical Practice requirements from guidance into law. However, additional steps are needed.
